Kuala Lumpur, 18 October 2024 – KLDX, Malaysia’s leading platform for Initial Exchange Offerings (IEOs) and tokenized securities, applauds the government’s proposal for a full stamp duty exemption on loan or financing agreements for Micro, Small, and Medium Enterprises (MSMEs), as announced in the recent Budget 2025 presentation by Prime Minister Datuk Seri Anwar Ibrahim. This exemption is especially relevant for MSMEs utilizing IEOs to raise capital through platforms like KLDX.

The exemption, designed to lower financing costs for MSMEs, comes at a time of great opportunity for businesses to accelerate their growth and expansion. By reducing the financial burden of loan and financing agreements, this measure will empower MSMEs to access the capital they need more easily, enabling them to seize new market opportunities, scale their operations, and invest in digital transformation. With more affordable access to funding, MSMEs are better positioned to innovate, expand their product offerings, and contribute to the broader economic growth of Malaysia.

Selvarany Rasiah, CEO of KLDX, expressed her strong support for the government’s measure, stating, “The full stamp duty exemption for MSME financing agreements is a transformative initiative that directly aligns with KLDX’s mission to support and empower businesses. By lowering costs, this policy allows MSMEs to focus on scaling their operations, exploring new growth opportunities, and driving digital transformation. At KLDX, we are committed to providing innovative fundraising solutions to help these businesses thrive. We believe this exemption will not only enhance MSME growth but also enable them to play a larger, more impactful role in Malaysia’s evolving economy. We look forward to continuing our efforts to assist SMEs in their growth journeys.”

KLDX also expresses its deep appreciation to the Securities Commission (SC) for its ongoing support in fostering an inclusive and innovative financial ecosystem. “The SC’s role in enabling platforms like KLDX to democratize access to capital is invaluable. Their continued efforts in promoting fintech and digital finance ensure that Malaysian businesses, can benefit from cutting-edge financial solutions,” Selvarany added.

In addition to the stamp duty exemption, KLDX acknowledges other key capital market incentives outlined in Budget 2025, such as the expansion of MyCIF funding for Islamic financing and the introduction of CoSIF for MSMEs and Mid-Tier Companies (MTCs) in strategic sectors under the New Industrial Master Plan (NIMP). These measures will strengthen businesses’ resilience, promote high-quality development, and provide them with the necessary financial tools to future-proof their growth. Continued support for digitalization and other financial incentives will further empower MSMEs to navigate the evolving landscape.
